Robert,one other thing to look for,see if the cast iron peice that slides on the axle and holds the wheel tight has not been snaped in half while the fellow was sliding your tractor onto the truck. It takes alot to snap one of those but it could happen especially if the previous owner did somthing to crack it.I had one of these brake on my H while pulling a post.What part of Md are you from.
