With a mag you should have only one mark on the pulley which is TDC. If you have two marks the second mark is TDC. That is the one you use to set the static timing. Once you get above about 400-500 rpm the mag will advance but it is a fixed advance so if you set the static time the advanced time will be correct. The timing procedure for the mag is in the operator's manual.
