Try another gauge. I had the exact problem some years ago on a "B", and it turned out to be the gauge. I can't tell you what the oil pressure should be in PSI, but it would be good to find that out and check it with a gauge known to be good. Since the pressure apparently does get up into the OK range, I would almost bet your problem is a defective gauge.
