The "A" is governed at 1400 rpm, the "C" has the same engine governed at 1650 rpm. This gives it the extra HP. In the later series with 123 engines, the 100 has 17.83 drawbar Hp, the 200 with with the same engine, but governed at 1650 has 20.92 drawbar hp. With the small diameter tires )less footprint) that's about all of the power you can put on the ground anyway.
