brake surprise on a 140

I removed the final drives from my 140 to do a brake job as I had metal on metal sounds from them. When I inspected the bands both only had wear on one spot. This spot was the metal band where the lining begins. The rest of the lining is still in fine shape. Why is this happening? Is there a special way the brake band is supposed to go on (top or bottom)? The drums are nice, so are the bearings. The toggle pins are good too. Any ideas?
