Gene- the voltmeter is ok. The field may be shorted internally as Bob mentioned causing full output. The voltage will climb well past 20 with throttle. This thing has been tinkered with over the years by countless people so who knows. The tractor requires so little electrical energy to run that it will go for hours on battery alone.
Its one of those deals where someone probably swapped it to neg ground not knowing any better, then the next guy (relative) changes regulators and so on. Thanks for the reply!
