Super A Steering Wheel Removal

Hi Guys: 1) I'm contemplating on purchasing a '48 Super A. It's a complete tractor that runs good, with sickle bar mower, plow, near new tires, great paint and decals, wheel weights front and rear. The owner's asking $1800 (IS THIS A FAIR PRICE). 2) It needs a new steering wheel (appears to have been bent a little by something at one time). How difficult is it to replace and would I need any special tools?
