Shifting Problem

I have an old "H" and the transmission shows all is well and gears should be lined up and in neutral. However, when you let the clutch out it acts as if it is still in gear and kills the engine.Have pulled the shifter off and can see that it should be in neutral. Tractor would start with clutch out prior to this happening but now only starts with clutch engaged. What is odd is with the clutch disengaged the rear wheels will still turn as we had to pull it out of the pasture. Seems if the transmission was still stuck in gear or something has broke not allowing it to disengage the wheels should be locked up as well and not turn unless the clutch was engaged. Any thoughts would be helpful as I am not a tractor expert. I do have a manual and it seem as the inner workings are pretty simple but don't know where to start. Thanks to anyone who might be able to help. Would gladly appreciate any help on here on in e-mail. Thanks again.
