Ken - I presume when you say it "shorts out", the solenoid mounting screws are contacting something inside the starter and causing an internal short? Anyway it is OK to locate the starter solenoid away from the starter. Just locate the solenoid such that the primary cable runs between the battery, solenoid and starter are as short as possible. And make sure the solenoid mounting feet are securely attached to a grounded metal surface!
