1466 shifting problem

The other day someone was asking about a 66 series tractor that would not shift into high range and everyone thought it was just a linkage problem. I found a 1466 and the guy says it won't shift into low range , is this most likely the same problem or some other problem ? He wants 3800 for it,which sounds like a pretty good deal if thats all it takes to fix it.He claims he don't know what is wrong with it ,but he is still using it.But you have to wonder what is really wrong with it.I just worry that you might be in for a nasty surprise if you did get it into low.What do you all think? I'm not very familier with these tractors. Thanks for any insight. Joe
