1949 cub hydraulic

I am in the middle of rebuilding my hydr. block. I have bought a rebuild kit, and am ready to start to put back together. When I took the small control rod out it only had one "O" ring. Is this correct? It looks as if there is places for other rings or are these not ment for "O" rings. If anyone could help me out. Thanks
