It is a balancing act as far as trailers go and experience is the best teacher as every trailer is somewhat different. Too much weight on the trailer will make it "yank" back and forth on the truck on level, smooth road (they will yank some on rough roads no matter what) Too much weight on the truck tends to be a bit obvious in the way it sits. When hauling a tractor facing forward, a good rule of thumb seems to be to set the rear wheels right over the axle of the trailer and then "fine tune" it from there.
