international 674 wont start or stop

my 674 motor(gas)just got overhauled but now it takes forever to get it to run and once it runs it disels until i have to kill it. the mechanic that overhauled it keeps working on it but still hasnt figured it out. it used to always stop and start until it got overhauled because it used oil. what the heck is wrong
