The plate directs heat from the exhaust manifold to the bottom of the intake manifold (or carburator, depending on the design) to help atomize the kerosene. As to whether it causes any problems when using gasoline, probably not, as it's obviously run that way for some years. Check your plugs, if the coloration looks right for mixture, don't fool with it. JMHO, YMMV.
