I think rednekelmo has nailed the basic ballistics answer. That is, the actual bullet path always falls, and only appears to rise and fall versus the line of sight of the rifle. The bullet crosses the line of sight twice after it leaves the tube. The second point is generally called the "zero" point of the sights, the first point is called a battle sight zero. The actual bullet path, though, starts to be pulled down by gravity the moment it leaves the tube.

As for sideways motion, we have no windage information - no windsocks along the bullet path and no leaves to watch. We don't know if the tractor is moving or not - and if so, is it moving transverse to the bullet path. Did the shooter breathe or did his heart beat while squeezing the trigger? Lots of variables. I suspect there might be a trick somewhere in this question, but the above is the standard Carlos Hathcock type answer.
