'59 140 Hydraulics

In the middle of winter my hydraulics are giving me fits. There is a varying delay between my movement of the control and when they respond. This can be from a few seconds to a few minutes. Hard to plow snow that way. When they do respond, there is no decrease in load capacity. Would changing fluid or cleaning the screen do any good or am I going to have to go inside?
