It is called a seasonal disconnect. In the days when 300 was new there were not a lot of pto chores during winter months. If the weather is cold, below 0 F, 300 will start much easier with that disconnected. When my 300 was new I used to disconnect pto at night, start tractor in am, warm it up, then shut tractor down and connect pto if I were going to use it that day.

Deere had a system in 60-70s one lever disconnected pto, hydraulics and power shift while starting in cold weather. Soon as engine was warmed up you engaged lever again.

Both the IH and Deere systems were great in cold climates, saved a lot of battery and starter problems.
