I am assuming you are trying to widen the tread of a wide front axle, they are prone to rust and seize, you can probably get the main tubes to move, just use any trick that works, penetrate oil, heat, hammer, you will have more problems with the tie rods and tubes, they really stick, heating them softens the steel, you might want to leave it as is, or replace the tie rods because theyll be wrecked by the time they unstick.
