C head gasket

Ordered a "valve grinding" set of gaskets, part # 354474R96, consisting of a head gasket, and valve cover, manifold, and upper radiator hose fitting gaskets. Old head gasket has the original IH part number and is metal on both sides. New head gasket is metal on the block side and composite? on the head side. Came with 2 circular inserts that appear to fit in the holes for the push rods. Old gasket has 8, or one for each push rod. Did Case/IH screw up when they packaged it, if not in which holes do the inserts go? -- It will be a very tight fit if I can get them in. Will there be a problem if no inserts are used? Old gasket appears to be of much higher quality.
