Update,I got her in the garage and thawed her out.The air filter cup had so much water in it that the carb could not suck any air so I thawed out the ice and dumped the water and put new oil in the cup.Also I heated the carb up with a hair dryer and the tractor fired up with no gas leaking out of the carb.Thanks everyone for your help!
