Don't think you can buy lead anymore, what you are talking about is probably a lead substitute. It won't help your fouling problem, hotter plugs might. Otherwise you need at least a valve job, maybe more. A compression test will answer a lot of questions. If adding oil through the plug hole of #1 raises compression significantly, you need rings, if not it's a valve problem. Your other cylinders probably aren't in too good shape either.
