cub electrical problem

I own a 55 cub with a distributor. I had electrical problems when I 1st bought it. The battery kept discharging. I was only getting 5-5.5 volts at the battery when the engine was running. I solved the problem by having the generator rebuilt (the armiture was cooked) and replacing the voltage regulator. It ran fine for a few months.

Just recently it would not start. I did get it to start briefly and noticed the amp meter was discharging. I determined the ignition switch was shot and replaced it. The tractor started fine again but was still discharging. I replaced the voltage regulator again thinking it had shorted. DON'T WORRY, I DID NOT FORGET TO POLARIZE THE REGUALTOR FROM THE GENERATOR. GENERATOR A TERMINAL TO THE BATTERY TERMINAL ON THE REGULATOR. even with the new reguLator the amp meter is still discharging. I checked the volts at the battery with the new regulator on (while it is registering a discharge) and there are 7-7.5 volts at the battery while it is running. My manual says this is what the reading should be. The tractor runs fine and when shut off it starts right back up. Almost forgot, the meter reads charge when at idle, it discharges when the engine speeds up.

Does anyone have any idea what is happening for it to read a discharge? Could the amp meter be shot? I think it is the original one. All leads are still connencted to it. I'm stumped and would appreciate any help.
