Sounds to me as though you have a blockage in the fuel line somewhere. I'd check the inlet screen in the carburator, the screen in the fuel bowl, and the inlet into the fuel bowl for blockages. Pull the fuel line off the carburator and check to see if you get a good steady flow of fuel there. unscrew the fitting form the carb that the fuel line goes into, there should be a very fine screen attached to the fitting. That is the inlet screen. make sure it is clean, blow it out with compressed air and spray carburator cleaner. I think this should take care of your problem.
