First the air cleaner. I'm not entirely sure about this but I would guess that it is back firing and so blowing oil out of the air filter. As to the dieseling, I think that is usually caused by carbon buildup on the head which gets hot and causes the gas vapour to ignite without the spark. Hope this helps. SAm in NS
