Behind the plug is a fixed size jet. Lots of Zenith carburetors were so equipped. My guess is that the jet is partially clogged. It often can be cleaned without being removed with a smooth wire. If removing it, use a screwdriver that fits really well, even grinding one to fit if necessary. The jet is below the bowl which means that any debris in the bowl finds its way to the jet.
