I had a problem with a rebuilt Super M that was very much like your H. I adjusted and adjusted both the carburator and the timing and nothing worked. When I pulled the valve cover off and adjusted the valves, the problem went away. You could check the compression and that will be a good indicator as to if the valves need adjustment or not. (I did the typical Farmall Dance when the tractor ran properly for the first time!)
