b275 pto problem

Evening experts; i just happen to buy a ih b275 that was listed as a 300 utility. i am having a problem with the pto engagement lever, at idle and higher speeds if i pull back on the lever the pto shaft wiil engage sparingly but not stay engaged...i have noticed and indent in the casting that looks like this is where the rod should rest..but am not sure..any suggestions...got the shop manual today and am not sure how to proceed. thanks for your time!!!
