Fuel dripping from the carburetor probably means the float valve is hanging open, you may have to pull it and see what's wrong. A couple of things to check first:
Is the choke linkage OK? Make sure it can open all the way by disconnecting it at the carb. and moving it back and forth. Choke hanging closed or partially closed can result in too much fuel flow and the dripping you're noticing. Try shutting the fuel supply off and crank for a bit. It should try to fire a couple of times eventually, but obviously won't run long. If it doesn't fire, you may have ignition or other problems as well as a fuel problem. Good luck.
