Help!! New O-rings leak!!!

I just finished a Farmall 130 for a friend. It was getting water in the oil in the fist place and thats why we tore it down. It has new sleeves and O-rings and we just noticed after a few months its leaking again. I didn't feel to good about the way the sleeves went in in the first place.(Real loose) I talked to alot of people and they said that alot of engines will be that way. It there any thing I can do such as getting fatter O-rings or maybe trying a sealer of some sort. There is a small fortune in this thing already and we are about to throw in the towl! Any help would be great!
P.S. The block and head were sent out to get checked for cracks and stuff. It pasted with flying colors!
