super c hydrolics question

I just got done putting my snow blade on my 54 super c and the hyrdolics didn't want to lift. I have two lift arms on the one side and only one on the other. I had the chains hooked up so one lever would lift the blade. I hooked the chain up to the second lift arm and it will lift the plow with now problems. It will even hold the blade up when the tractor is shut off.
What could cause the other lift arm to have difficulity picking and bleed off dropping the plow after the tractor is shut down?
