I'd guess that the old tractor restorer's #1 enemy (rust) is the problem. A little heat generously applied, just like you would do with a rusted nut should get it. We've taken several off of both old Case & IH tractors this way. Try to turn it with a pipe wrench on the area where the clamp goes. Be carefull with this method though-we've got a DC Case with a lot shorter outlet pipe on the manifold then it used to have, but the muffler came off. (My $0.02 worth. jal-SD)
