After consulting my operator's manual, sounds like you've got a Carter distillate carb. Gasoline carbs only had one adjustment screw, the idle adusting screw (not counting the throttle stop screw on the outside at the governor linkage). Yes, your old needle should fit the new seat and is easy to test, just assemble the needle and the float, hold the carb right-side up without the bowl attached, and play with the float, bumping it up and down several times, making sure the needle does not bind. That was the problem I had with the new needle, it would get cadderwumpus in the seat with the float down and stick open. Bending the clip up solved that. As for the bottom adjusting screw (if it is a distillate carb, which are supposed to start on gas), I'm not sure, but I think I would turn it clockwise all the way in (full lean) and then back it out a turn or two and check it out. Regardless, the screw adjustments should have nothing to do with the carb flooding. By the way, I assume when you say "flooding out" that gas is running out of the carb continuously until you turn the petcock off at the tank. My experience with Farmalls is that they all do this from time to time, and a few good hard taps with a screwdriver handle to the bowl will usually unstick the needle. Good luck. Let us know how you come out.

Today's Featured Article - An Old-Time Tractor Demonstration - by Kim Pratt. Sam was born in rural Kansas in 1926. His dad was a hard-working farmer and the children worked hard everyday to help ends meet. In the rural area he grew up in, the highlight of the week was Saturday when many people took a break from their work to go to town. It was on one such Saturday in the early 1940's when Sam was 16 years old that he ended up in Dennison, Kansas to watch a demonstration of a new tractor being put on by a local dealer. It was an Allis-Chalmers tractor dealership, ... [Read Article]
