Small I-H Diesel and clutch pedal chatter

I have a B250 diesel and what I thought was clutch chatter isn't. The clutch actually works smoothly but the clutch pedal is getting a quite noticeable vibration. The manual says to loosen a set screw located on top of the bell housing. Once the clutch pedal is positioned on the shaft correctly you are to work the pedal up and down until there is clearance for the release bearing. Then you are to tighten the set screw back down. I did this and although the clutch pedal is positioned on the shaft correctly I cannot get any adjustment from this set screw. . Any ideas on adjusting this? I believe my clutch is fine and the tractor works well except for this annoying chatter on the clutch pedal. I have used the tractor to load manure several times and it has performed excellently..thanks for any ideas...Mike in Exeter Ontario
