The plug above the worm gear is to add gear oil to the steering box. I'd assume the plug above the PTO is to add gear oil as well, but I'm not familiar enough with a B to say that for sure. Dropping the pan will get you a good look at the bottom of the sleeves, and if the engine is not stuck, you rotate it and see much of the cylinder walls. Look for water in the oil when you drain it, that's evidence of a crack or a leaking sleeve seal. If the block is cracked between the sleeves, you may or may not be able to see that from the bottom. My limited experience indicates that cracks between the sleeves are common on the top (deck) of the block, don't know about underneath.
