I went through the same thing recently. If you have a cutout instead of a regulator------------
try running a wire between the field terminal on the cutout and the generator. All diagrams I saw didn't show anything attached to the field terminal on the cutout. Also importantant that all terminals are clean inside the switch assembly. This assembly must have a good ground, ie no rust in the mounting area.
