Sounds to me like the governor needs to be cleaned up and freed up so it can move. Had a rusted governor on the H that wouldn't do anything but idle. Once I got the rust out it worked OK.

As for the crack, check with a welding/machine shop about having it professionally welded or pinned. I have seen cracked blocks fixed with JB weld or home welding with nickel rods, but for a few extra $$ I'd go the professional route, especially since the block IS the frame on a Super C. I'm sure others will have more ideas.

BTW, how did that 1206 turn out? Big bucks invested?
