Could be the steering gear, or the front engine seal. On my C it was the steering gear. Even though the steering gear does not hold much, a little oil goes a long way. The steering gear is not a difficult fix. The worm gear screws out the front after you disconnect the steering shaft behind the front bolster and remove the big plug in the front of the bolster. Then you take off the front pedestal to which the axle and wheels are attached. The pedestal is held on by four bolts. Then four more bolts hold in the steering gear assembly which consists of the retainer, the lower bearing and seal holder the main steering shaft, the worm wheel gear and the upper bearing. This comes out as a unit. Once out, you can disassemble and replace bearings and seal as needed.
