Cub hydralics question

I've got a '50 Cub that is scalping the lawn when I mow. It has a homemade belly mower under it. When I lower the hydralic touch control, the mower goes all the way down. It doesn't matter where I set the stops, as soon as you touch the lever, the mower goes all the way to thew lowest position. Any ideas on how to affect the amount of lowering on this sweet little tractor? Any help is appreciated.
