It probably is broken gear teeth as you suspected. It will require splitting the tractor to fix it so you need to be prepared to take on something like that or otherwise send it to a repair facility, which will cost more than fixing it yourself. The parking lock pawl engages with the reverse gear, so if something were to break, it would most likely be one of those two things. Transmission noise in the forward gears may have been cause by something unrelated.
