I recently rebuilt my Super C carburetor and had the same problem. I took it back apart and put a slightward upper bend on the seat where the float valve needle rests on the float (seems the new float valve needle was a hair shorter than the original). Haven't had any problem since, other than the mentioned occasional hang-up.
