That's the problem, all right. The brake is located in that big sheet metal pan in front of the axle. Inside the pan is a heavy sheet metal drum. The brake shoes are stuck to it, and usually are destroyed when you pull the drum off. Remove the big nut in the center of the drum, and use a puller (or pry around the edges of the drum) to get it off. Sometimes you can whack the drum with a hammer while pulling it and get the shoes to release before they break off. I haven't checked yet; I hope Rice has replacement shoes.
