1940 B front wheel rims

HELP! I bought ny 1940 B, which I call Fat Albert, last February. The from wheel rims were badly rusted. One rim I sanded, cleaned, and painted with Rustoleoum. The new tire & tube seem to be doing fine.

I did the same with the other rim. It had been welded and chews up tubes like a school girl chewing gum.

I would like to get some "new" rims. Could someeone give me the addresses or phone numbers of some sources.

I also heard tires could be filled with foam. If this is possible, how is it done. Also, what are the advantages and disadvantages of doing this?
