M BRAKES

After a reline of my brake bands, the right brake
is adjusted all the way up for fair brakes, and
the left won't quite get there. I assume the brake
hubs are worn down, and the left is worn worse or
maybe the band is streached some(too many rounds
with a oneway). Is there a simple way to determine
how much I need the bands built up with another
reline and what is the best way to do this and
best material to use?
