Farmall C engine problem HURRY!

hey i have a 1949 Farmall C that is sounding rough. its done this before but went away and is now back. When i put the tractor in gear and the throttle up wont even get up a hill. it sounds like im moving the throttle the hole time when its really still at full. I thought compression but then again my motor is poor and has been since we got it. should i just overhaul it or rebuild some stuff. How much to overhaul and if rebuild how much. Darren would like to know A.S.A.P.
