Had the same problem on a Farmall A some years ago. Someone had replaced the fuse with a solid steel 1/4" diameter rivet!!!! Wonder why they never burned up the tractor?? Anyway, I found the wire harness rubbed through where it went around the sharp edge of the air filter mounting bracket where it bolts to the side of the engine. A real difficult thing to see because it was so tiny and also covered with greasy dirt. So just carefully inspect for damaged wire harness or just replace it as others said.
