340 Utility Hydraulics Problem

I have a IH 340 Utility with power steering and the hydraulic pump located internally behind the plate ahead of clutch pedal. Hydraulics weak and engine bogs down. When loader is raised or tilted power to engine returns but only while hydraulics are being used. Bad pump or fluid? Any Help would be appreciated. Thanks in advance.
