The adapters sound like a pair of direct axle dual hubs for a tractor that doesn't have bar type axles. I know something similar was made for Allis-Chalmers WD-45's & D-17's. The 9-hole bolt pattern was a standard pattern for stamped steel disc wheels back in the 50's & 60's. Should be able to find a wide selection of sizes to fit that pattern. As for the wheel weight bolt pattern, It sounds like Your adapters are for something other than an IHC. Everything from a C to a 686, including ALL the H, M, 300/400, 400/450,460/560 took the same wheel weight which means they had the same hole pattern. A 460 should have the 2-3/4" axle diameter... LOTS of dual hubs made for that axle size... by IH, Peterson, Unverfurth, & others. I'd buy them... the wheel weight adapters would put too much stress on Your wheel clamps like a clamp-on dual and could crack Your stock spoke wheel hub.
