Ray,
I just got mine on Friday 9/20. Came from the same place, and I think I sent in the request form roughly 6 months ago. So I guess its true that they must wait until there are a bunch of orders and then do a production run all at once. I had the same problem you did, new cap was leaking gas out all over my new red paint. I've run the tractor around with the new cap and so far so good.
