As the others suggest, steering wobble is usually the result of the combination of wear on several parts - the worm and worm gear, the worm support bearing, and the upper and lower pivot shaft bushings. My experience is if there is any lateral play whatsoever at the upper pivot shaft (i.e. any side-to-side movement at the worm gear), it will be almost impossible to achieve wobble-free steering.
