My experience has been that it is usually the lower bolster bearing. Jack up the front of the tractor and try to push the front wheels sideways. If there is lateral movement in the entire assembly then the large sleeve bearing right behind the grease zerk near the crank stub on the front of the tractor is loose. It will make the tractor wheels wobble and is the culprit. I've never had a bad worm gear or little ball bearing out of 11 M's and 4 H's. Of course anything can go bad so determine what it is before fixing it and you will save time and money. The big cast inverted Y that the vertical steering shaft goes through is called the "bolster". It connects the two frame rails together. So there is an upper bolster bearing and a lower bolster bearing each with seals. Modern grease works well in steering gearboxes so if you have bad seals and aren't restoring to total perfection put grease in the gearbox.
